Меня всегда интересовало, сколько у нас принимается исходных законов в год, а сколько тех законов, что изменяют уже существующие.Для этого небольшого исследования понадобилось свести воедино все законы, изменяющие Кодексы в Российской Федерации.Для этого понадобилось ручка, список законов и немного времени, а также знание Excel, чтобы оформить все в виде графиков.Сложность возникла с определением сущности составных кодексов, состоящих из нескольких частей, принятых в разное время.Например, Гражданский кодекс РФ или Налоговый кодекс РФ, где каждая часть была признана самостоятельным элементом.Стремление взглянуть на проблему соотношения количества / качества изменений с точки зрения цифр открывает многие элементы, с чем Вы можете ознакомиться далее.

Таким образом, следует отметить общую тенденцию увеличения количества изменений в правовой системе РФ, что является тревожным фактором.Стабильность системы права является самостоятельной ценностью и большая частота внесения изменений ставят под угрозу ее целостность.Не трудно предположить, что большое количество изменений негативно сказывается на системности российского права, появляются нестыковки, забытые моменты и т.д.Если тенденция увеличения количества изменений сохраниться, то некоторые действующие кодексы необходимо будет заменить на новые.Мониторинг изменений принятых в 2015 году позволит более детально изучить эффективность правотворческой деятельности Государственной Думы РФ.
